The World Zionist Congress - is a public meeting of representatives of Zionist Jews from various countries, the supreme institution in terms of legislation and decision-making of the World Zionist Organization, a sort of Jewish "legislature" worldwide.
Congress delegates are elected representatives of the Zionist Federations throughout the world, whose members are members of the World Zionist Organization on the basis of various parties, movements and organizations. Members of the Congress hold discussions on the issues at stake, determine the budget and the constitution, and elect members of the movement's institutions, such as the Zionist Executive and the Zionist General Council, which is responsible for the management of the Zionist movement.
The 23rd Congress - after the establishment of the State of Israel - greatly diminished the influence of the Zionist Congresses and was transferred to Jerusalem and convened once for a period of three days at the Binyanei HaUma (the first Congress in Jerusalem after the establishment of the State). Were concerned with the security of Israel and the absorption of aliyah, the opening of the gates of the Soviet Union to aliyah, and the stopping of Diaspora Jewry from assimilation.
