Very interesting envelope sent to President Franklin. D. Roosevelt from a Polish Jew named Izak Syrkin, dated 1938. President Roosevelt was a stamp collector and on this envelope there is a stamp that indicates this was a part of his collection! The letter was sent as a registered letter and is subject to foreign exchange controls. Very interesting correspondence.
