The author (1850-1930) was appointed Chief Rabbi of St. Petersburg in 1908, a position he held until his death. Due to the uncommon respect he received from the Soviet authorities, Katzenellenbogen was allowed to publish this text, one of the very last traditional works of Hebrew scholarship issued under the Communist regime.
