In the name of the rabbis and geonim of the Land of Israel, shlit"a, remember the date Sunday, 28 Adar I, the day of the initial ribbon [סרט] distribution for the needs of Torah and religion, financial assistance for teachers and students at the Etz Chaim Talmud Torah and yeshivah of Jerusalem. This special ribbon was well respected. Salomon Press, Jerusalem.
(The poster is not referring to a video film [also called סרט], but apparently to a "ribbon day, " which is a special day of fundraising.)
