The letter seams to be written by his son R' Tzvi Yehuda HaKohen Kook.
Rabbi Avraham Yitzchak Kook (1865-1935), was born in Griva, a suburb of Dvinsk and learned in the Volozhin Yeshiva. At the age of 19, he received Semicha from the Oruch Ha’Shulchon. He married the daughter of the ADERES Rav of Ponevezh. He served as Rov in Zhoimel, Boisk, Yaffo and finally as the head of the Rabbanut in Yerusholayim. He was the founder of Ha’Yeshiva HaMercazit Ha’Olamit, which is today the Mercaz HaRav Yeshiva.
