The original regulation document for the founding of the Central Vaad for Overseeing Chabad Matters, given out to Chabad rabbis in Poland in the 1930s.

The document opens with the words “Central Vaad for Overseeing Chabad Matters. Founded in Poland, with 11 members, apart from the Chassidic rabbis also appointed members of the Vaad, the Vaad sits in Warsaw the capital.” There are 20 points regarding the establishment of shiurei torah, hisva’aduyot, minhagim of the synagogue, establishing a Kollel Rabbi Meir Baal HaNes, and more.

One interesting clause establishes “to make every possible effort that in any minyan in which members affiliate themselves with the name of Chabad, to add to the name of the minyan (in addition to the existing name such as Storoscheller, Ladier, etc.) the name Chabad as well in accordance with the vaad.”

A striking and puzzling thing in the regulations is the lack of direct reference to the Admor of Chabad in the distribution of the takanon, except for the requirement to study and print the D’Ach of the Admor shlita—it may be that the Vaad was established while the Rayatz was visiting the USA, which was when the Chabad community would have had difficult communicating with him and which therefore would have necessitated the establishment of this vaad.
