מכתב בכתב-יד, חתום בידי בנימין זאב הרצל, ממוען לד"ר מוסקוביץ בעיר בראילה (Brăila; רומניה). כתוב (בידי המזכיר?) על נייר מכתבים רשמי של הוועד הפועל של הקונגרס הציוני. וינה, 13 באוגוסט, 1901. גרמנית.
המכתב עוסק בארגונו, הכנתו, ובחירת-נציגיו של הקונגרס הציוני החמישי – הקונגרס הראשון שנערך לאחר פגישתו של הרצל בסולטן הטורקי; הקונגרס נפתח ביום 26 בדצמבר 1901 בעיר בזל, ובנאום הפתיחה הכריז הרצל כי הסולטן ייפה את כוחו לפרסם ברבים את "כוונתו הטובה כלפי העם היהודי" (תוצאות הפגישה וכוונת הסולטן נשמרו בסוד עד לקונגרס).
