NESSELRODE KARL: (1780-1862) Russian Count and Diplomat. L.S., Nesselrode, one page, 4to, St. Petersburg, 4th October 1847, to Mr. Shepard, in French. Nesselrode responds to his correspondent´s letter sent from Berlin days ago and states `Responding to your wish of getting by the Imperial Government a privilege, allowing you to introduce your invention in Russia, I have to inform you that your request is not to be addressed to the Foreign Affairs Ministry, and that if you wish to pursue with such process you will have to send it to the competent authorities´.
