There is no record regarding the elements of the
Pennsylvania seal. The design is thought to
come from elements of the provincial seals of the
three original counties. In 1777 currency was
issued with engraved arms depicting a ship under
full sail, a plough, and three sheaves of wheat.
The state's arms, which appeared in 1779,
contained these same three basic design elements
but with additional elaboration.
