März 1899 gegründet. Das Regiment hatte seine Garnison in Wesel, und zwar in der Klever-Tor-Kaserne. In der Friedensgliederung bis 1914 gehörte das Regiment zur 14. Feldartillerie-Brigade (Sitz in Wesel), diese zur 14. Division (Düsseldorf), und diese zum VII. Armee-Korps.
