The envelopes are unused and of plain kraft-type paper stock, consistent with municipal government administrative issue during the Third Reich period. Such envelopes were used by German municipal offices for official correspondence, with the postage exemption marking reflecting an arrangement whereby government bodies were relieved of standard postal fees through a centralized settlement with the Reich postal administration.
