In 1905 R. Yehoshua Segal, Chief Rabbi of the Kehilas Yisroel Congregations in New York established an Eruv on the Lower East Side of Manhattan. His halachic reasoning relies on the natural riverbanks “Mechitzos Ha’Yam” as well as the Third Avenue “EL” as a “Tzuras Ha’Pesach”. This sparked an enormous halachic controversy much of which is still pertinent today. R. Segal published his opinion in this work, which is split into two parts. Pages 1-26 is R. Segal’s opinion which he then sent to the pre-eminent poskim of Eastern Europe for their consideration. The supporting replies are printed in the second part of the sefer pages 27-54 including a reply by R. Sholom Mordechai Schwadron of Berzhan (which some maintain was later retracted).
