שני שטרות "הצעת מטבע חוקית". ישראל, 1952. העיצוב: י' דויד.
1. 100 פרוטה. קפלן-זגגי. פנים בצבע ירוק, גב שחור.
מצב VF-XF.
2. 50 פרוטה. אשכול-נאמן. פנים וגב בצבע כתום.

בשנותיה הראשונות של המדינה, בין השנים 1948-1952, הדפיס האוצר מעות נייר כדי למלא את המחסור הכבד במעות מתכת. הסדרה הראשונה נשאה את חתימות שר האוצר דאז אליעזר קפלן בלבד, ויתר הסדרות נשאו את חתימות שר האוצר (אליעזר קפלן ואחר כך לוי אשכול) והחשב הכללי (מרדכי זגגי ואחר כך אברהם נאמן).
