As the accompanying letter explains when the Rebbe started the campaign for men to learn chapters of Ramban daily.
The Rebbe wanted to know the source for the expression about the Rambam "MeMoshe Ad Moshe lo Kom KeMoshe".
Rabbi Deutsch found for the Rebbe a Sefer that discusses this question.
The Rebbe reimbursed Rabbi Deutsch for the expense of the Sefer.
The Sefer is now in the Rebbe's Library.
