Harav Tzvi Yehudah Segal Horowitz (1825-1895) was the first Rav in Bania, where he served as the rav for forty years. Responses by him appear in Shu”t Shaarei Tzedek, Yoreh Deah Ch. 95 and Menuchas Asher Vol. 2.
