Not translated but makes mention of the surveillance of 'banned constitutional groups, ' closing: 'This instruction will suffice, I think, to determine the rights of citizens, in meeting in constitutional groups, and maintaining the constitutional order and tranquility...' Slight smudge to signature, else fine.
