JAMES BUCHANAN
(1791 - 1868) Fifteenth President of the United States whose hands-off attitude toward states' rights directly contributed to the start of the Civil War. Partly-printed D.S. as President, 1p. 4to., Washington, July 22, 1858, an order that the Secretary of State affix the Seal of the United States to "the warrant of remission of the fine imposed upon George F. Selden..." Very good. Selden, a Philadelphia attorney and politician, had been fined for contempt of court.
