Janet Turner was born in Kansas City and studied with Thomas Hart Benton at the Kansas City Art Institute from 1936 to 1941. Benton included four of her watercolors in the Associated American Artists show of his students' work in New York in 1940. She later pursued an active teaching career and focused on printmaking. The Janet Turner Print Gallery at University of California, Chico displays her work and houses her 2000 item print collection. Watercolors by the artist are very scarce and rarely appear at auction.
