Signed on the 5th page. Rare to find such long letters from Rav Herzog. Rabbi Yitzchak Isaac HaLevi Herzog  (1888-1959), first Ashkenazic chief rabbi of the Land of Israel starting in 1936, and then of the State of Israel until his passing.
