The rectangular panel features a rounded top and is embossed with a raised emblem depicting a fist clutching stylized lightning bolts, positioned above the text 'MUNICIPAL,' 'UNDERGROUND,' and 'WIRES.' Below this, a curved inscription identifies the maker as 'UTICA F. & A. TEL. CO. MAN'F'G UTICA, N.Y.' The panel is fitted with one oblong and one circular keyhole.
