Yitzchok Avrohom Katz, a descendant of the Shach and Rov in Pinczow. Responsum 76 deals with the incident of the Aguna from Staszow, an episode which became a great Halachic polemic. The Kozhnitzer Maggid permitted the Aguna to remarry, and he sent the question to R. Yitzchak Avrahom Katz of Pinczow, who agreed with his opinion. This sefer contains the precise wording of the question, followed by the opinion of the Kozhnitzer Maggid who wrote two responsa on the issue, and then other responsa, among them one from R.
