The difficulties were particularly felt by Jews who found themselves not only homeless, destitute and starving but also frequently blamed and persecuted for supposedly causing the crisis. To assist in this humanitarian crisis the American Jewish Relief Committee for sufferers of the War, led by Louis Marshall, Arthur Lehman and Jacob Billikopf spearheaded a campaign urging American Jewry to assist their needy brethren.
