The identity of author, (known as the Ba’al Halachos Gedolos) [BeHaG] is a matter of dispute between the Rishonim who cite him extensively. Some attribute it to R. Yehudai Gaon and others to R. Shimon Keira. On the title page of this sefer R. Moshe M’Coucy (S’MAG) is quoted as ascribing it to R. Yehudai Gaon. Following the title page is an introduction regarding the identity of the author.
