Washington, Government Printing Office, 1922.  “Favoring the establishment in Palestine of a national home for the Jewish people.”  On 30th June, 1922, a joint resolution of both Houses of Congress of the United States unanimously endorsed the British Mandate for Palestine and confirmed the irrevocable right of Jews to settle in the area of Palestine.  This pro-Zionist speech by Representative Chandler stems from the series of hearings held by the Foreign Affairs Committee of the U.S. House of Representatives in the Spring of 1922 on the subject of a Jewish National Home in Palestine, as well as the broader congressional debate over the Balfour Declaration issued four years earlier.  The hearings took place against the backdrop of growing unrest in Palestine and just prior to the League of Nations’ formal approval of Britain’s Mandate over Palestine.  Born in Mississippi Walter Marion Chandler (1867-1935) was a Progressive and later a Republican U.S. Representative from New York from 1913-19 and 1921-23.
