Vienna, 5th May, 1811. “The Jews are…subject to the same regulations as other citizens” (para 4). Edict of Holy Roman Emperor Francis II concerning the acceptance of Vienna’s Jews as a part of the economic development of the Empire.  Following his uncle, Joseph II’s 1782 Edict of Tolerance, Francis II continued working on the limited integration of Jews into wider Austrian society.  Upon his death in 1790, Emperor Joseph II was succeeded by his brother, Leopold II. After just two years of his reign, he died and was subsequently succeeded by his son Francis II.  The present edict concerns rules governing peddling, within which Jews to are subject to the same regulations as other citizenry. As such, Jewish small businessmen were allowed to trade in Vienna and throughout the Empire.
