Vienna, 1805.   REGULATIONS REGARDING GRAIN SHORTAGE.  These regulations issued by Count von Dietrichstein, President of the Government of Lower Austria, address the issue of high grain prices resulting from a shortage caused by a poor harvest the previous year - particularly targeting those who hoard grains and inflate prices.  It mandates the calculation and reporting of grain surpluses, with a folded template for reporting attached. Each household is permitted to maintain a grain reserve until October of the current year, along with seeding material, while traders have until August to sell their goods. The government reserves the right to purchase surplus grains at a fixed price if necessary. Jews are prohibited from trading in grain unless they are already engaged in such business. Violations result in the confiscation of grain and can further be subject to arrest, fine, or corporal punishment. Additionally, Christians acting as proxies for Jewish traders are subject to identical consequences.  The regulations also encompass import and export guidelines. These regulations were issued at a time when Austria joined the British and Russian Coalition during the Napoleonic wars. French troops seized Vienna in November 1805 and the following month Napolean defeated Austrian and Russian troops at the Battle of Austerlitz.
