REGULATIONS REGARDING THE HORSE TRADE.  The regulations governing the trading of horses, originally decreed by Holy Roman Emperor Charles VI (1685–1740), were transmitted by the bishop of Konstanz and the Duke of Wurttemberg for implementation within the Imperial Circle of Swabia, a constituent region of the Holy Roman Empire.  Both Jewish and Christian traders were instructed to refrain from exporting or selling horses to other territories during periods of war and conflict. Non-compliance could result in the confiscation of horses.  These regulations were issued during the last phase of the Austro-Turkish War (1716–18) which was fought between the Habsburg monarchy and the Ottoman Empire.
