Born in Rabat Haham Raphael Aharon ben Shimon (1848-1928) immigrated as a child to the Land of Israel along with his family. He served as secretary of his father's rabbinic court and grew to became Head of the Magen David Yeshiva in Jerusalem. In 1891 he was appointed Hakham Bashi of the Cairo Jewish community, a role he was to fill for three decades. In 1921, he moved back to the Land of Israel where he died. Nehar Mitzrayim incorporates a wide range of sources and extensively addresses social, legal, and technological issues facing the modern Cairenes community.
