Letter from Kollel Romania seemingly to the Rebbe of Chortkov the letter describes the difficult financial situation in Jerusalem due to the global downturn' which affected even America. The letter mentions the appointment of Rav Fishel Rosengart as Gabbai of the charity. Rav Fishel Rosengart was Rav of the city of Yas' and known as ”the Ukranian Rav”. If he is the person reffered to in this letter than it can be assumed that it was addressed to the Rebbe of Chortkov, since he was a Chortkover chassid. Also, it is well known that the Chortkover Rebbe greatly encouraged the Yishuv in Israel. Letter has stains on top and bottom, middle is clear. Top is legible, bottom is not. On back there is no writing on bottom since letter ends before that. - מכתב מכולל רומניא כנראה להאדמו”ר מטשארטקוב מתאר את גודל הדחק בירושלים מחמת חסרון פרנסה ברחבי העולם וגם באמעריקא ומדבר שר' פישל רוזנגוורט נתמנה ע”י האדמו”ר להיות גבאי צדקה ר' פישל רוזנגוורט היה דומ”ץ בעיר יאס ונקרא האוקריינא רב, אם נכון הדבר שזהו האיש הזה אשר הוזכר במכתב אז מסתברא שמדבר מהאדמו”ר מטשארטקוב מפני שר' פישל היה חסיד טשארטקוב, גם ידוע שהאדמו”ר מטשארטקוב עידד מאד את הישוב בארץ ישראל שני צדדים, כתם גדול למעלה ולמטה. האמצע הוא ברור למעלה אפשר לקרות בדוחק אבל למטה מחוק, בצד האחור אין כלל כתיבה למטה מפני שהמכתב מסתיים
