The children are identified as Mildred, 14 months old, and Ruth Billings, 37 months old, based on handwritten inscriptions on the back. They are dressed in white dresses and black boots. The photograph is mounted on a beige mat with a decorative border and housed in a wooden frame with a maroon finish. Frame measures about 11” x 8”. CONDITION: Frame shows wear and scratches.
