The booklet opens with a quote from Hitler's "Mein Kampf" in which he expresses the danger of Jewish domination worldwide and sees himself as the emissary of providence to annihilate the Jewish people before they dominate the world. After analyzing the different interests of the powers involved in the war and their connection to the Soviet Union, some chapters claim to demonstrate that Jews directly caused the Soviet Union to join the Allies in the war against Nazi Germany.

"The Soviet Union is ruled by the Jews... We will show on the basis of authentic data the dominating influence of Judaism in the party and state apparatus as well as in cultural life... The power of Jewish influence is reflected in the holding of up to 90% of all mid-level and lower positions in party and state positions...", the author mentions various names of influential Jews - key figures who held senior positions in the Soviet Union, close associates of Stalin and direct influencers of Soviet policy: "The establishment of Jewish influence in the Bolshevik party ensures the expansion of Jewish power in the state apparatus. The real power lies only in the hands of that small clan of rulers, clustered around Stalin and organized by Kaganovich. One part of the members is Jewish, the second part is connected to Jews...".

To highlight the message, the cover features an illustration of a Jewish soldier with stereotypical facial features wearing a Magen David on his hat in Russian uniform against a backdrop of executed people hanging, skulls on the ground and next to him an illustration of a German Wehrmacht soldier.

The booklet accuses people like Aryeh Feuchtwanger and others of "doing their job faithfully slandering Germany in the Kremlin and receiving good pay for it". It also blames Jews for giving opponents of the Nazis a platform in the Jewish press in Moscow, thereby provoking Hitler and his men and bringing about a conflict between the two powers. The booklet becomes increasingly extreme, claiming that even Jewish women who hold businesses influence the Soviet state by being connected to arms suppliers' families and American banks, and maintain private contact with Soviet collaborators in London.

It is also argued that Jews are the strongest force in the Soviet army and introduced the militant revolutionary spirit. "Aggression is presented by the Jews in the forefront as the main internal demand. The military apparatus has been taken over by Jews... The conquest of the powers in the military regions is usually such that the military commander is Russian and the political commissar is Jewish ...". It is also argued that the Soviet armament plan was designed by Jews to serve Jewish interests, the financial advisory sector in Russia is controlled by Jews, the Soviet press is controlled by Jews - "The Soviet press likes fictitious names for understandable reasons, it has been proven that in 99 out of 100 cases Jews stand behind these fictitious names...", the telegraph agency is controlled by Jews, in the cultural sphere: "The share of Jews in the cultural spheres of the Soviet Union is even greater than in other spheres", science is controlled by Jews, and in fact no area of Soviet public life is not directly controlled by Jews.

On the other hand, the pamphlet portrays the Germans as liberating Europe from the shackles of the Jews who caused the war. The last pages feature some photos of Wehrmacht soldiers in occupied countries who seem unstoppable. Photos of Ukrainian civilians cheering the Germans are accompanied by the caption: "In Ukraine the Germans were received as liberators", photos show Ukrainian women handing flowers to Nazi SS soldiers. On the last page is a large photo of SS soldiers riding horses and the caption: "The German soldier in the country as a herald of a new era of peace, order and prosperity...".

The booklet is written anonymously. From the content and style of twisting the facts in favor of the claims made and the detailed listing of Jewish names, it seems that it was written by the high ranks of the Nazi propaganda ministry.
