Issued starting July1942 as a ”Labor Merit Badge” by the US Commission. Presented to shipyard workers and defense factory employees who hit critical production milestones building the merchant fleet such Liberty and Victory ships during the Emergency Shipbuilding Program. Markings on the back include A.E. CO. UTICA N.Y. for the American Emblem Company; CE&IU union bug stamp Chemical, Industrial & Allied Workers Union; and DES.
