Watts' on Alabama Executive Dept. letterhead as Governor of Alabama, 1p. 4to., Montgomery, July 28, 1864, to a secretary of an iron works 'C. J. Haggan'. In part: '...If you could send me a list of your men in your works liable to militia duty 2nd class and will make an affidavit showing that these men are so employed that constant attention is require for the successful operation of the works, I will exempt them from militia duty.... I have no power under the law to do more.' Light foxing to left edge, adhesive stain at the top edger impacting letterhead, else very good condition.
